I believe this is for those that want to /contribute/ to the Boost project rather than those that want to /use/ the libraries.

Exactly. A library can't be contributed to Boost unless it is free to use in both commercial and noncommercial settings, so every library in Boost is free to use in those settings.
IIRC, the original poster was asking what the license agreement was for /users/ of Boost. For example, if I'm creating an application or library for internal use within a bank, can I use Boost within the implementation and under what usage agreements (eg will the application/library have to be open-sourced, ...)?
