The general guideline is that what is supported as far as compilers and C++ standard is up to the individual authors.
I think Boost has to drop support for older compilers at some point so the Boost code can move forward with clean code.
We've dropped various compilers over the years. But compiler support is mostly orthogonal to C++ standard support.
