This is such a leading question with no grounding on the premise above. Is it fair to say it is a quasi industry standard to have such documents in open sources projects? Yes. I'm not sure how you have drawn that repurposing an existing policy to a recognisable file name has any bearing on your suggestion that this may imply something about the views of potential candidates being smart/sophisticated/shallow or not.
