However, if I do something like put the <include> line in the sources section, I get an error "property found in sources" - this tells me that the site-config.jam is being loaded and processed. Its just that the include property is not being applied to the resulting build commands.
Also, to access environmental variables, use [ os.environ OPPENSSL_LIBRARIES ]. You'll need to add import os to call this.
