[boost] [concept_check] Fix issue #31 for Boost 1.76?

Since VS 2019 16.9.0 is out and rolling, can we put a priority on fixing this issue? https://github.com/boostorg/concept_check/issues/31 IOW, could the maintainers decide which of the discussed fixes they prefer and what PR has chance to be merged promptly for Boost 1.76?
