There is no procedure. For that matter there is no communal procedure to decide which libraries should be tested either. Basically, Boost is (still) a free country, anyone can test whatever they want and post the results.
Not completely related but I have observed that while Boost has amazing facilities for introducing new libraries (the formal review process) there is nothing for gracefully retiring old libraries. Or for that matter old toolchains.
