[boost] [ranges] Please merge the long standing pull request

      Hello,

There's a year old pull request https://github.com/boostorg/range/pull/44

Please merge it to the develop branch. The pull request is a blocker
for improving Boost.Algorithm
(https://github.com/boostorg/algorithm/pull/35).

https://github.com/boostorg/range/pull/44 changes were adopted into
C++17 standard library.So the change is not innovative.
