decisions not made, actions not taken.
It's annoying to be frequently spammed by such off topic digressions.

That's not really better, since it's grammatically incorrect.
You could say "avoid being an annoyance to Windows users".
Or use a less ambiguous word "avoid upsetting Windows users". (Which technically could still be read the wrong way, but I don't think anyone would read it that way.)
