[boost] [website] [log] Add a patch to 1.59 release notes

Hi, Unfortunately, Boost.Log in Boost 1.59 contained a serious bug that affected many users (I got multiple reports already): https://svn.boost.org/trac/boost/ticket/11549 There's a fix in develop, and it went through some testing (including my manual test runs): https://github.com/boostorg/log/commit/7da193fde1a9c1bc925ee980339f4df2e1a66... Is it possible to add a patch from this commit and a link to the ticket to the 1.59 release notes?
