[boost] [gsoc18] Draft proposal for Project 1.1: Add statistics and machine learning functions

      Hi,

I have submitted a draft proposal for the above-mentioned project on the
GSoC website.

I have been in contact with the mentors of the project (cc'ed) for the past
couple of weeks, working on their feedback and improving the draft. *I
request the community to review the draft and suggest any
additions/improvements as feedback.*

I have put a link to my competency test implementation in the proposal.
