The test that runs forever is test_en_locale("en", 0x09). It hangs in cpp_regex_traits_implementation::transform(const wchar_t* p1, const wchar_t* p2) in cpp_regex_traits.hpp, line 602f. "result" is a std::wstring consisting of 2142083952 L"\0"'s. p1 is 0x000000000020b7c4 L"" and p2 is 0x000000000020b7c6 L"". The problem only occurs in the 64-bit build, the 32-bit build runs fine.
