I think the entire ISO process is wasteful, inefficient, and loaded with bureaucracy and politics. Meaningful discussion should take place in durable, electronic, archived, and eternally available form visible to the public. Mailing lists sort of work but forums are better (using whatever software). Face to face discussions where valuable decisions and knowledge evaporate into the atmosphere, leaving behind only a stutteringly imperfect and incomplete record by a beleaguered note-taker do not give the proper respect that the C++ standard and its attendant community deserve.
