[boost] Remove obsolete Coding Guidelines for Integral Constant Expressions

Boost Library Requirements and Guidelines has a page https://www.boost.org/development/int_const_guidelines.html which contains highly outdated information. I think the guideline no longer applies and should be simply removed.
