That libraries.htm page is what people see when they visit: http://www.boost.org/libs The library root index.html is what people see when visiting: http://www.boost.org/libs/<library> Almost every library's index.html is just the same boilerplate with a different meta redirect to that library's documentation index. I wish that documentation index link could be specified in the library's .boost file instead of requiring every library to have that index.html.
