We already have github pull requests that have sat open for years. It doesn't look like moving bug reports to a different platform will fix that particular problem.
It will make it easier for developers to see all problems in a single place. I agree with James King that a large part of the problem is that PRs are on Github and bug reports are on Boost trac, so the latter gets ignored even more because of that bifurcation.
