We should do things first, then announce that we've done them.
The difference between "Boost is moving to CMake" and "Boost is dropping support for C++03" is exactly that the former means that we'll do something (unclear what), whereas the latter means that we'll stop doing something (maintain C++03 compatibility). There's nothing to be done first, in other words. This is a legitimate, proper announcement.
