Config documentation is there, accessible via libs/config/doc/html/index.html in the distribution, just where it was in Boost 1.71.

Ditto for B2: tools/build/doc/html/index.html -- I suspect many links are not updated to reflect that it's no longer in the integrated single DocBook docs though.

In the Tools the link is 'tools/build/index.html', which does not exist.
