[boost] [gil] Template instantiation with GCC 8 is 50x slower than with clang++

Hi, One of Boost.GIL users reported very long compilation times with GCC 7 and 8 https://github.com/boostorg/gil/issues/131 then, reproduced the problem with a minimal example without Boost GIL and MPL dependencies.
