This undoubtedly was the initial goal. The only reason it exists is because the community hasn't created a
packaging system that works well across all platforms.
This is no longer (in practice the case). Commits pertaining to fixing issues on nix or osx are being pushed on a daily basis. The readme has not changed, because not all libraries work on nix, as a proportion of them uses vcproj-files (consumed by ms-build), so the only thing one **can** claim is that it works on windows with vc. A large proportion are CMake (only) based and work therefore perfectly fine on nix and are being used (also going full circle using vcpkg under WSL).
Conan looks to be a step in the right direction, although I personally would not have chosen any connection to Python. However, as I noted earlier on this thread, Conan is also in a teething stage and seems to have gone down the typical "Everything is unix!" trap/rabbit hole.
From a recent thread on reddit pertaining to this subject, it looked more (to me) like the "let's make a tool that does everything and anything (and makes coffee)"-problem, b2 has the same problem.
