[boost] [dll] ready for master branch. Please merge

Boost.DLL is ready to appear in next release of Boost. Please, merge the
DLL related changes into the master branch of boostorg/boost (changes for
the develop branch were merged here:
https://github.com/boostorg/boost/pull/94).
