There are two aspects to this. First is conceptual. Using JS where static content can and should be used is just wasteful in terms of client performance and battery life.
OTOH, statically styled code is bigger, sometimes quite a bit. So assuming the JS to style it is both small and cached, dynamically styled code can lead to less network IO overall. My $0.02. --DD
