We have mechanisms to allow progress. We just aren't that keen on using them. That's because historically we haven't had need for them much, so we're traditionally not quick on the trigger. Given the current state with 20+ trivial pull requests lingering (one of them against Serialization, hint hint, Robert), it's not unreasonable to predict that things are going to change, though.
