Just to be clear. It's not a recommendation. It's a requirement.
Is the eventual goal for individual Boost libraries to be consumed individually from their git repositories, or only through a Boost distribution? I think (unless I misunderstood his motivation) that Louis is optimizing for the former, while the guidelines that are in place are to support the latter.
