Should I merge the changes to Bind, Function and Utility to master, or
do we wait for the next release for these fixes?
My thought is to get them working on develop, let the bots cycle, and then
merge to master.  (which, as you say, is predicated on fixing Boost.Test
first)
In case I wasn't clear: I think we definitely want these fixes in 1.63.0
