[boost] Master is open for merges

Master is open again, with no restrictions. Boost version numbers bumped (boost, config, more), and new release notes stubbed (website). Next milestone: October 26, Boost 1.81.0 closed for new libraries and breaking changes Release calendar: https://boost.org/development Glen
