Config documentation is there, accessible via libs/config/doc/html/index.html in the distribution, just where it was in Boost 1.71.

The final part is erroneously "config.htm" in the Libraries lists.

Yes. config.htm was a file in boostorg/config until recently. Now that it has been removed, meta/libraries.json's documentation entry needs to be updated: https://github.com/boostorg/config/blob/develop/meta/libraries.json#L5

From "config.htm" to "doc/html/index.html".
