[boost] [1.59] [locale] Merge PR to fix build failures

Hi, I've created this pull request [1] a while ago, but it's still not merged. The PR fixes compilation on MSVC and GCC (Ubuntu) and IMO is essential for 1.59. Could someone take a look and merge it? [1] https://github.com/boostorg/locale/pull/9
