This is normally downloaded from the bintray snapshot, but neither sourceforge or bintray have been updated. I guess something was run from Rene's account, and is now broken.

The uploads to api.bintray.com fail because they use the 'grafikrobot' account: https://github.com/boostorg/release-tools/blob/develop/ci_boost_release.py#L... which apparently no longer has rights to upload to 'https://api.bintray.com/content/boostorg'.
