I don't think we've ever stated such a requirement for betas, but I don't know if there's going to be a second release candidate, I haven't even discussed it with the other release managers yet.

I don't think there should be any stated requirement. I was just going with what I've seen in the past as a rule of thumb plus my general desire. Tom
