Do you have any particular Boost libraries in mind?

Jumping into the discussion, but endian comes to mind. Currently it depends on type_traits, config, core and static_assert. All these dependencies are required for C++03 compilation, or to support outdated compilers. None of this should be necessary with a modern (ie, with proper C++11 support) toolchain.

I'll gladly drop these dependencies (well maybe not Config, I'll need to check) if Boost drops C++03 support. Until then, not.
