[config][release] Release notes for old compilers.

Hi, I added a little release notes for config, and also a note about removing support for older compilers in the future. If this concerns you, please give it a quick check and let me know if you want any changes. This release note is not a promise that future changes will or won't be made, and it can be changed if appropriate. Sorry that this is a bit late. We can still change the release notes after the beta (and final) release, so don't worry about that. thanks, Daniel

Note that I'll be advocating for increasing the SunPro requirement to == 0x570 so that the BOOST_NO_SFINAE and BOOST_NO_ARRAY_TYPE_SPECIALIZATIONS macros can be removed. That's for a future thread of discussion, but I wanted to point it out. Thanks, Steve.

For what it's worth, I'm still actively using Metrowerks C++ 2.4.1.
With boost trunk? How much of the test suite passes? You can't even use enable_if with that. Thanks, Steve.

No! I'll make it clearer. Thanks. Although if I were to be pedantic, Clang is a later compiler.
